The United States Marine Corps harnesses the power of wargaming to stay ahead in modern warfare with the inauguration of the General Robert B. Neller Center for Wargaming and Analysis. Named after the 37th Commandant of the Marine Corps, the state-of-the-art Neller Center was established in order to advance Marine Corps strategy through threat assessment, concept development, live force experimentation, and cutting-edge technology. The Marine Corps Warfighting Laboratory executed Project Metropolis II ,a Dense Urban Operations limited operational experiment 2019 (DUO19) at Muscatatuck Urban Training Center (MUTC), Indiana. The event aimed to effectively combine robotics, sensors, manned/unmanned vehicles, and dismounted Marines with a focus on improving Marines' ability to sense and locate the threat, observing their speed of decision making and speed of action, and determining their lethality when employing traditional and surrogate equipment versus an enemy force in a dense urban environment. This experiment took Marines assigned to 3rd Battalion, 8th Marine Regiment, a squad-sized element from 1st Battalion, 6th Marine Regiment, and British Royal Marines assigned to 8 Troop Charlie Company, 40 Commando Royal Marines. The U.S. Marines and Royal Marine Commandos were divided into 'red' force and 'blue' force and engaged each other in a live force-on-force, free-play battle within a dense urban setting.

Gen. Robert Neller, 37th Commandant of the Marine Corps is convinced the technical and tactical competency of today's NCOs represent tomorrow's senior enlisted leaders and by providing access to the Marine Corps Warfighting Laboratory/Futures Directorate experimentation lines of effort the Warfighting Lab is committed to giving those NCOs an opportunity and a voice to influence warfighting concepts.

The purpose of this challenge is to solicit innovative ideas from Marines, Sailors, and government civilians from across the Marine Corps. The most promising ideas will be selected for one of several possible pathways towards a potential fielded capability.
